Usage: ctell [ '#' ] <message>

Use ctell to communicate privately with members of your clan that are
currently online. Use ctell #<number> to send a message to all clan members
ranked <number> and over.

> ctell How is everyone today?
> ctell #5 Shh, here is a secret message for you guys.
